Sudha Ramen, a 2013-batch Indian Forest Service (IFS) officer, has earned numerous accolades for her innovative approach to environmental governance. A former biomedical engineer who worked at Wipro, Ramen developed Treepedia—a groundbreaking mobile application that earned her the prestigious Dr. A.P.J. Abdul Kalam Innovation in Governance Award in 2019.

During her tenure as the Deputy Director of Arignar Anna Zoological Park (Vandalur Zoo) in Chennai—an institutional member of the World Association of Zoos and Aquariums—she spearheaded multiple digital initiatives that modernized wildlife management and public engagement.

The Optimist News caught up with this dynamic officer to discuss how technology can be harnessed for wildlife conservation, urban ecological balance, and civil service aspirations.

The Making of an IFS Officer

While working in the IT sector at Wipro, Sudha Ramen initially considered pursuing medicine through NEET to fulfill a childhood dream. When that path pivoted, she made the conscious decision to sit for the UPSC Civil Services Examination—and cleared the formidable Indian Forest Service exam on her very first attempt.

“I had always been interested in science and the environment since childhood, so I chose to appear for the Forest Service,” Sudha Ramen shared.

Balancing preparation with motherhood presented unique hurdles. “My child was only one and a half years old at the time. I had to leave him and move to Chennai to prepare. Being a woman with a young child, balancing family responsibilities with personal ambitions required immense emotional strength and determination,” she recalled.

A Participatory Approach to Biodiversity Conservation

Global crises have underscored the urgency of protecting natural ecosystems. Deforestation and illegal wildlife trade driven by human encroachment have historically triggered zoonotic outbreaks.

Ramen emphasizes that public perception is shifting toward proactive environmental responsibility, joining a broader movement of eco-activism alongside grassroots leaders like Anand Malligavad’s lake restoration efforts.

“After witnessing the repercussions of ecological damage, urban citizens are coming forward to participate in conservation,” Ramen noted. “People living near forest boundaries have always worked in tandem with forest officials. India’s Joint Forest Management system enables us to build public confidence and drive community-led conservation.”

Adapting Zoos to the Digital Age: The Vandalur Model

When lockdowns forced zoological parks across India to close their gates, Ramen and her team in Chennai leveraged technology to bring the zoo directly to citizens’ screens.

Key Digital Initiatives at Vandalur Zoo:

• 24/7 Live Streaming: Virtual visitors across India and abroad logged in daily to observe animal habitats, keeping public interest alive during closures.
• Micro-Animal Adoption Program: Allowed wildlife enthusiasts to adopt animals for as little as ₹100 per day, helping offset revenue losses while building community investment.
• Virtual Zoo Ambassador Program: Expanded summer educational workshops online, educating over 1,500 students globally on ecological balance and species conservation.
• Vandalur Zoo Mobile App: India’s first dedicated zoo app featuring digital ticketing, interactive navigation maps, and detailed species guides.

“My senior officers—including Mr. Yuvaraj IFS and Mr. Yogesh Singh IFS—were exceptionally supportive,” Ramen acknowledged. “Our success was the result of a collective team effort across the Tamil Nadu Forest Department and the Central Zoo Authority.”

Treepedia: Bridging Tech and Agroforestry

Drawing from her software background at Wipro, Ramen recognized a critical gap: while the Forest Department possessed advanced GIS and remote-sensing capabilities, consumer-facing digital tools were lacking.

To solve this, she conceptualized Treepedia in 2018—a mobile application designed to assist farmers, urban planners, and citizens with native tree plantation.

The app categorizes around 150 native tree species, providing detailed data on:

1. Climatic Suitability: Recommending tree varieties based on regional soil and weather patterns.
2. Cultivation Tutorials: Best practices for planting saplings, disease prevention, and companion cropping.
3. Yield Calculators: Built-in algorithms helping farmers calculate required nursery saplings and long-term timber yields.

By promoting indigenous flora, Treepedia actively discourages the spread of invasive exotic plant species that disrupt local ecosystems—a mission mirrored in grassroots campaigns like Bittu Tabahi’s river cleanup movement.

Guidance for UPSC and Forest Service Aspirants

Having mentored civil service aspirants for years, Sudha Ramen offers practical advice for candidates navigating competitive exams:

• Driven by Passion, Not Pressure: “Attempt the exam only if you have a genuine internal drive, not due to societal expectations.”
• Core Fundamentals Over Collector Syndrome: “Do not panic and buy every book on the market. NCERTs and foundational textbooks are more than sufficient.”
• Handwritten Mastery: “Limit screen time during preparation. Focus on daily answer writing and handwritten note-making to build retention.”
• Current Affairs Discipline: “Devote a strict two hours daily to current affairs and approach topics with an innovative, problem-solving mindset.”

2026 Update: Continuing the Legacy of Impact

Since this interview was originally published, Sudha Ramen has scaled her impact in public administration and global policy. Currently, she serves as the Member Secretary of the Tamil Nadu State Planning Commission.

Her recent work heavily focuses on integrating technology, spatial research, and ethical AI into public infrastructure. Under her leadership, the Commission launched the TiNAI Platform—a spatial digital twin equipped with an AI interface to assist leaders in making informed land-use decisions. This initiative secured the prestigious National Geospatial Practitioner Award 2025 from IIT Bombay.

In a historic milestone for sub-national governance, Ramen spearheaded a January 2026 tripartite collaboration between the Tamil Nadu State Planning Commission, the UNICEF Office of Innovation, and the OECD Observatory of Public Sector Innovation (OPSI). This milestone-based partnership, which included diplomatic exchanges in Stockholm, aims to make evidence-informed innovation a core element of governance.

A recognized voice on deep tech and public policy, she also expanded her academic credentials as a Chevening CRISP Fellow at the University of Oxford and a World Bank Fellow studying government analytics. Additionally, she launched the Substack publication Governing Forward—advocating for adaptive, human-centric tech governance—and co-authored the book Sacred Groves of Tamil Nadu: Living Landscapes of Community, Culture and Conservation. Beyond her administrative achievements, Ramen remains an accomplished mandala and zentangle artist, self-publishing her own art calendars.
